Can i order this case with out the RGB fans? (I don't care for RGB)

So in the picture it shows nine fans if I counted correctly, and that little chip only goes to eight fans, is it still possible to get nine?

It doesnt come with 9 fans. It comes with the front 4 and the rear fan. Youd have to buy the top 4, which i found a 3 pack that came with another hub. I believe you can connect the hubs together to have more than 8 fans.

would this cool a AORUS RTX 2080 Xtreme with an i9-9900k?

IM currently using Corsair Omega rgb and im getting a heating problem.

I am running an AORUS RTX 2080 and i9-9900k with a Cooler Master ML360R RGB in this case. I have had many cases over the years. This case has impressed me beyond belief. Great airflow, built with super high quality, and plenty of room, and extras. It has kept my entire system ice cold; with the lowest temps I have seen. The airflow and cable management you can do with it is superior to anything I have worked with before. It looks great to! It is a massive case though, plenty of room for whatever you want. I highly recommend this case; it is well worth the price.
