Can it handle a 300v power cord?

Are you talking about the cord from the wall to the PSU?  If so, it is a standard design connector.  If this is to be used in the USA, standard wall outlet delivers 120v of power.  The power rated to run through the cord is irrelevant.  Just don't wire it to a 240v high voltage outlet, bad things would happen.

Will this fit and work with a Dell Inspiron 518 minitower?

my original computer was a dell dimension 4600. it consumes 172W according to the P3 International kill-a-watt ez wattmeter you can find at home depot for $40.  the PSU here is 550W. mine eventually started to squeal (otherwise works fine though) possibly because it was using 172W/550W=31% capacity. I have a corsair AX850 which does not squeal, but it does get very warm.  it uses 135W out of 850W which is 16% (psu spec'd at ~800W abs max). so I guess it depends on make and model possibly what happens. that antec was a manufacturing defect. I don't know without more power supplies (which cost money I don't have). you should see google a psu calculator - outervision has a nice one. most PSUs are just fine. gold/platinum/bronze/etc from my studies makes no real difference in monthly cost savings. but I do find that the more you pay for a PSU, and apparently the heavier it is, the better it is and it will last longer (12 years+?) than say, a $35 PSU (3-6 months). stay away from sleeve bearing fans.

Would this be a good replacement for the Velocity Micro 550W power suppply in an Edge GX450?

Spend the bucks and buy P3's Kill A Watt. I replaced my OEM 250 Watt Ps with a much larger one BEFORE I checked and found whole computer took only about 88 Watts. New Egg has the P# Kill A Watt and is is quite a tester for under $20. It will even test oil filled capacitors in the say 2 - 60 MFD range for power factor and wattage . Wattage should be close to zero. PF should also be very low.

Will it fit a Dell Inspiron 560?

I give this a 95% chance of fitting the Inspiron 560 (but not the 560s).  From past experience with this form factor of Dell computers this is a perfect replacement.  From the technical manual it seems it would be perfect as well.  The manual is easily found on Dell's support site.  ....I qualify this in my 5% of uncertainty because I have never touched that specific model.  As a side note, I've found Antec to build wonderful, solid power supplies my last one (this model) as shown true to this reputation.

Almost any power supply will work for you, as long as it meets power needs. This might actually be ideal for a mini-itx case because it is semi-modular, making cable management easier.

If it is a Small Form Factor case - no, otherwise it should, be aware that while it is a one slot card it is two bays wide. but if you have room next to your PCIe slot it should fit
