The fan/LED look blue to me in pictures and even in an unboxing video. Everyone keeps saying that it is white though. Is it white or blue?

It's definitely white. A very nice clean looking LED white, NOT like a light bulb white/yellow~ (had that experience with certain cathodes) I've enjoyed this power supply for some time now. Running a GTX970, 16gb RAM, i7-4790k (not overclocked but out of the box at 4.0), case fan controller, some white LED strips in my case, a 480SSD and a 500HDD and it still has some power to lend.

Does the rubber band (used at rear of case) cover the screw holes on the rear-facing side of the power supply (so that you have to puncture the band to screw the power supply in)?

The band does not cover the holes and you don't have to use the band.

Is this Haswell Certified/Ready?

I remember clearly seeing seeing somewhere that this PS was Haswell certified, but I'm sorry to say I cannot find that statement anymore. You better contact Antec.

Can I make the LED light off ? I think it's useless if I install this PSU with the fan facing down direction, which is a better decision for cooling itself.

The psu has a switch on the modular side to switch off the light.

What range of RPM will the fan cover?

I honestly don't know. If such information is not listed in the instructions/spec sheet, then I would suggest contacting the manufacturer tech support.
