Is this the iPad mini 2 and is it compatible with Verizon?

Yup, this is the Mini 2, but you're looking at the WiFi only model which has no cellular service. I couldn't find a cellular model on Newegg at present, but Apple still sell them in 16gb and 32gb sizes.

Of course, the new iPad Mini 3 is available from Apple now- and it's the same price as Newegg is asking for this old Mini 2 ($499 for a 64gb wifi model). It sounds like you need to shop around a bit more, unless there's a specific reason you want to pay too much for an old model?
