What's the difference between standard and 2019 edition?

Only difference i am aware of is that the packaging is now designed to minimize it's CO2 footprint which is now recyclable. The Compound is still the same though.

does this come with a remover for the old paste?

No. You can use regular alcohol to remove the old paste. Alcohol wipes work great for removing old paste.
