Can you view the live video on a web browser or just on a smart phone ?

I haven't tried it on my computer yet, only my iPhone but the Arlo website says:  "Whether you're using a smartphone, tablet, or computer, a click or two is all, you'll ever need to check in. Connect up to 15 cameras to the cloud. Live stream up to 5 cameras at a time. Arlo has everything it takes to make safe simple." So I imagine there is a computer app as well.  I would dig on their site a bit to confirm it but it does appear they have a computer app.

By the way it was very easy to set up but please follow the instructions in the booklet or you will get lost, lol.  Seems to work well and I plan on buying another Q in the near future.  I bought the Plus because it has PoE and will simplify set up in remote locations at far ends of the house.  I was intrigued by their wireless cameras too but I don't want to mess with batteries so I opted for a Q Plus.  Now I need to order a PoE network switch for my next purchase.  Have fun!

What type of POE to buy for the Arlo Q plus?  I will be using two of them

There are a number of 100Mbit switches with POE out there but I would buy a gigabit switch that has POE.  Typically you'll see switches such as an eight port and half the ports are POE.
