I'd say most cards won't come with that cable (including this one). The 8pin PCIe connector is pretty standard on power supplies now-a-days. If your power supply doesn't have a 8pin PCIe cable, adapters/converts can be bought for pretty cheap (most take two standard molex connectors and turn them into one 8pin cable)

I have the same CPU and Graphic card and got the GIGABYTE B550 GAMING X V2 which works great (I had to update the bios  which was no problem). 
I got the Asus GC for esthetics (mostly black) so :)

AFAIK, it does not ship with a power cable. Certainly, I did not receive one. The power supply I ordered for the build came with the appropriate cable and connector for the graphics card.

What is with all these cards now with way bigger coolers than the actual board? Is it how they try to squeeze more money out of the consumer? There's no way a small discrete card needs 2 fans and that much fin area.

My guess is they use the same cooler for their higher end (and bigger) boards too. So instead of designing and manufacturing multiple shroud and fan assemblies they can just "over cool" the low end because the extra material cost in almost negligible.

I don't Know. I think it depends on your power supply. You will need enough power to run both cards.
