The dual is just the name of this card. You only get one card. It is called the DUAL Geforce RTX 2080 ti, and it is only one card.

strix or the dual ? who is the best ?

Strix is custom PCB, very nice power management design but since the card is power limited by design you wont have any large benefits. The Dual is reference and thus aftermarket parts will be easier to find (water blocks) and you can flash other ref bioses which helps you raise the power limit from 120%.

Does it have RGB lighting? If not, why shouldn't I just buy the MSI?
