Am I reading this right in that it is two display cards?

Hi there! The dual is just the name of this card. You only get one card. It is called the DUAL Geforce RTX 2080 ti, and it is only one card.

strix or the dual ? who is the best ?

Strix is custom PCB, very nice power management design but since the card is power limited by design you wont have any large benefits. The Dual is reference and thus aftermarket parts will be easier to find (water blocks) and you can flash other ref bioses which helps you raise the power limit from 120%.

What mother board does this card require to run smoothly? Do any other parts need to be upgraded?
