The model number of the item says ROG-STRIX-RTX4090-O24G-GAMING, so it should be (O24G is overclocked and 24G is normal). By the way, the boost should actually be 2640, according to ASUS' website.

How is the coil whine? Is it really that bad? I'm pretty sensitive to high pitch sound.

I can definitely hear coil whine once GPU utilization hits above 65%. I'm on my 4th RMA with this card due to its loud coil whine.

Are the ones you're looking at both asus rog strix, or is one like MSI, or maybe the rog tuf line? Different manufacturers use different numbers of power stages and different quality VRM's...used to be a much bigger deal several years ago as some commonly used ones were known to pop, it does still make some difference in maximum potential power and in granularity of overclocking. And there are 4090's out there with more power stages than the strix oc, but not by much, and the vrm quality on this card is pretty top notch.

What are the 2 sets of 4 pin connectors on the opposite side of the IO? they look like fan headers?

They are NOT fan headers.  They are for 12VHPWR to 4x 8pin from the Power Supply.

The card requires additional power that can not be provided via the motherobard slot.  The power draw of the video card has been designed to handle up to 600 Watts which is WAY MORE than you can run through the motherboard safely without damaging the motherboard.  Thus, the additional power requirements necessitate a cable directly from the power supply to the video card.

NOTE:  The video card does not always draw a full 600 watts of power, but you will need AT LEAST a 1000 watt power supply to use this video card.

Also be advised that some people are using 90 or 180 degree 12VHPWR Adapters for the Power Supply Cables from CableMod because the default power supply cables come straight out of the video card, which can cause issues if your case is not large enough.  Bending these power supply cables can be bad for the cables and video card.  If you intend on using a 90 or 180 degree adapter for any reason DOUBLE CHECK YOUR ADAPTER VARIANT as different versions of the RTX 40 series (not just 4090) have the clips and pins in DIFFERENT DIRECTIONS.  Depends on how you want to wire your set up, just make sure your adapter will fit as you expect.  PAY ATTENTION TO PIN AND CLIP POSITIONS.  If you use a 180 degree adapter, check the direction of the pins and clip so you do not accidentally get an adapter that does not align with your pin configurations for your video card.

Advise to YouTube, look up JaysTwoCents channel, then he has a video titled "ALL 40 series GPU owners need one of these!" which I recommend watching if you are curious about what those pins are for, and a display of the 90 / 180 degree adapters, and specifically discusses THIS video card.
