Will this fit in a Dell Optiplex 9020 SFF Case?

I have had success putting upgraded video card in an Opti plex case. However, i have not had your specific model so you would just have to measure the space you have considering it has a large heat sink. The card itself is awesome i own 2, they are wonderful and quiet and play 265 perfectly.

Why do the specs not list the power requirements? How much power does it use?

You are correct that no power requirement is specified. This card gets its power from the bus, not from a power supply cable. My guess is that it draws less than 30W. 
It runs very cool. I'm using it in a home theater rig, taking advantage of the fanless (silent) operation. Running everything on a 350W power supply. Hope this helps.

Will this fit/work in a Dell Optiplex 960 Small Mini Tower?

This card will fit in any system with the required PCIe slot and a vacant slot below it. It takes two slots because of the thickness of the card due to the heatsink. If you have a slim case it will fit with the included shorter bracket which is easily changed.

The specs say 1920 x 1200 video out? For this card, I would expect 4K 3840 x 2160. has anyone tested for 4k output.
