This motherboard shows that it uses DDR4 memory, but there isn't 204-pin DDR4, only DDR3. Can someone clarify this please? What is a working model of memory users have used?

260 pin SO Dimm DDR4. I utilized gskill. It is under the laptop memory section. Asus has a qualifed memory vendor list if you are worried.

Does this come with a power supply? If not, what one did you buy?

It doesn't come with a power supply, I utilized the Asus ADP-150NB D power supply which is way more than enough juice, so the charger stays nice and cool. Should work with most 19V chargers, just have to match the plug which they don't really give a good idea what works.

Does this motherboard include the power adapter that connects behind the motherboard in the power port (silver one)? If one is not included, is there a verified/recommended one to use? If one is included, what is the hardware limit on power in terms of maximum wattage that can be used?

ASRock recommends a 120W adapter for 65W CPUs(i7-7700) and includes a 19V/6.32A (120W) adapter with their ASRock Deskmini.

Will this board work with FreeBSD? Why is Windows listed as the only supported OS?

I'm using Ubuntu 16.10 Linux on it with some issues with wireless mouse and keyboard. Asus only says Windows because they don't test with any other OS. I also have the ASRock STX MB without any issues with 1604 LTS. Good luck with your adventures.

Does the chipset have a heatsink? If not, how can I add one?

These boards are designed with Intel CPU coolers that provide air flow over all components(chipset, VRMs). Likely a 20mmx20mmx3mm aluminum heatsink wont interfere with M.2 2280 drive. Just use normal thermal paste and a drop of RTV high-temp silicone(gasket sealer) at corners to secure(same stuff for re-lidding CPUs). But before all that, use something like Hardware Monitor from CPUID to check if temps are actually bad. To get PCH hot, copy a ton of data, something that would take like 10minutes to copy. Large file best, instead of tons of tiny stuff that give tons of breaks.
