How will this board perform for an htpc? The board would be recording tv shows and streaming them out over the network to multiple devices( no more than 3 external) and 1 on the tv screen at once.

It handles my games quite well, but I wouldn't use anything less than an i3 to tv stream and record. The lag from video would make the experience unfriendly and an i3 system wouldn't cost much more than this system when spec'd similarly.

Dose this board accept Ddr3l 1.35v or 1.5v dimms ?

It's got two full-size DIMM slots - I'd suspect 1.5v DIMMs, but check the manual (download a PDF copy from ASUS) before buying.
