Is this board missing 2 stand-off holes on the right edge?

Not exactly. The two places where the additional holes would be are devoid of components and that section of the board requires no support. Just remove the two standoffs from your case. If the standoffs are welded in place, then two strips of electrical tape on the standoffs to insulate them from the board works great. This was my largest problem with the board, though I’m sure it’s still well within mATX dimensioning spec.

Does the bios have "sync all cores?" Can I change the baseclock and multiplier? What if I want to under clock?

Hit one toggle to set all cores to the same clock. In the case of my 7700K, that meant all 4 cores at 4.5ghz with no fiddling. A second setting lets you select a specific multiplier. I'm not certain if that allowed for sub-40x options.

Technically yes, but in a 16x+4x configuration. If you really want SLI, then an 8x+8x configuration for the PCIe slots is preferable. In addition, the second 16x slot on this board is too far down to put a second card in a mATX case. Really though, skip SLI. Just buy a better single card with the same money. SLI is a poor solution to a rendering problem. In that case, the single 16x slot in this board is great.

I don't see an optical S/PDIF Out port which is listed under "Rear Panel Ports" ?

I do not see a DisplayPort connector, although the NewEgg description says that there is one. Is this an error in the spec listings?

No DisplayPort, just HDMI, DVI, and VGA.
