Is there software to adjust/disable the rgb?

Yes. It comes with Asus Armory Crate. However, However I also have a Corsair Commander Pro in my build and if you update the Corsair firmware, it allows you to control the rgb effects from the Icue program.

Does this board's M.2 slots share the PCIe 4.0 x16 slot bandwidth? I.e I want all 3 x16 slots and have an M.2 at full speed

The M.2 slots are on the dedicated CPU 4-lane PCIe4 NVME. However, you can't have 3 x16 PCIe. Only 1x16 or 2x8 in the top two. The bottom two PCIe's are always sharing a x4 from the chipset. Nothing really to do with the motherboard, the Ryzen CPU's only supports 16 lanes for PCIe, 4 lanes for NVME and 4 lanes for the chipset.

does this motherboard have a type c on board for front c on case?

Yes, it does. Has 1 USB 3,2 GEN 2 connector on board.

Can the VRAM cooling block be removed and replaced with a single piece EKWB monoblock that cools the VRAM and CPU?

No- You would need to buy the HERO model for that
