No, it isn't. In the description, it says... Designed exclusively for 8th generation Intel Core processors to maximize connectivity and speed with dual M.2 and Intel Optane Memory compatibility

Does it have a USB-C header?

My understanding is that a USB port on a case would use the same header as the USB 3.1 on the board. It does have one of those, so you should be okay! I would recommend using some kind of part compatibility website to check that fact though. I believe Newegg has something of the sort...
