Can a 3080 physically fit in the top PCI-E slot?  It looks like that M.2 heatsink might be in the way.

What kind of RAM clearance do I need? I'm looking at a Cooler Master 212 CPU cooler to pair with the 7950x.

From my personal experience having three different AM5 chips, you would be better served getting a liquid cooler. That being said I think you will be fine using this cooler with any ram. The only ram I can think of that might cause an issue would be the Corsair Dominator as they are quite tall.

Question 4

If I place a Gen 5 NVME SSD in the PCI 5.0 M.2_1 slot, will the PCIe 5.0 x16 slot run at full x16, or will it drop to x8/x4?  Just curious how it will run with my current GPU or when the PCI 5 GPUs start rolling out.  Thanks!

AMD lists the X670E as having 44 total PCIe 5.0 lanes.  The top two PCIe slots share their bandwidth, so you can have one a 16x, or two at 8x.  The four M.2 drives each use 4x lanes, so 16 total.  The LAN and Wifi each probably use 4x, so that's 44 lanes in total.
