Is this an Intel 300 series motherboard?

Yes I’m currently running an i7-8086k on this. LGA 115x(300 series) chipsets will wrk on this board. 8th and 9th gen.

can i connect surround sound to this motherboard or do i need a separate dedicated sound card with rca/optical ports for that?

Chapter 2 of the user manual, indicates that the outputs of the MB can provide 7.1 channel surround sound from its audio electrical jacks, as well as 5.1 and stereo.   However, you will need to address the cables and jacks that are needed.    The MB also has an optical output but I have yet to read where the optical output provides audio information.  I imagine that it does but I don't see it expressly stated in the manual.  The optical output would be best (least noise) if you can use it with your surround sound system.

Question 3

Does this board include any addressable LEDs or RGB strips?  It says it comes with "extensions" but I'm not sure this means the actual strips...

Yes, the board comes with pins for a led strip lighting. A 4 pin header..

will this work with my old processor? i7 6700k?  i wanna upgrade my mobo and maybe processor later down the road

The Intel support page for the Z390 chipset lists only 8th and 9th generation CPU's as compatible.  For i7 CPU's they are i7-9xxx and i7-8xxx parts.  The Asus website lists the same restrictions.

I like the features of the board, and have been using ASUS for years... I'm concerned about the board's longevity considering its low rating. Anyone been using this for a long time? Anyone else have concerns?

Considering the volume of the boards Asus is selling you might have more complaints, but in the same time I was worrying about same and choose MSI. I own 370 version and it was good.
System builder since 2005 and Asus is my prime choice, but not this model. Asus has decent customers service although last X99 mobo was never repaired /sent 2 times/. If you buying for yourself  might be ok , for resale consider something else.

Does this motherboard come with any cables?

A few cables come with this board. Including 2 black sata cables, and 2 different RGB extension wires, and a thermo resistor wire. Of course the wiring for the wireless atenna. It does NOT come with power supply or video cables.

Can you use NVMe PCIe SSD's on this board?

Yes. There are two M.2 slots on the motherboard. Depending on the NVMe drive brand you use might affect your system's ability to boot into your operating system.

Should I Purchase This Product?

I setup my system only three weeks ago but it's running great. The bios is a little different with the basic and advanced views, so take the time to thoroughly read the manual on settings. I've only done a little over-clocking on the cpu but it works just fine. The only negative in my opinion is the ram slots are close together, other than that is a great board.

Will this come with support for i7 9700k out of the box or will I need to update it. If so, how?

I am currently running this with an i9-9900K and it was a plug and play set up. If you do need an update just got to Intel's website and look for the current drivers.

When I start up, it flashed the CPU LED red for 1 short flash, then the DRAM LED on the mobo is a steady amber/yellow. Never boots up BIOS and mouse/keyboard don't activate (they have lights on them). The mobo is lit up, as is the DRAM itself and the corsair cooler/pump. Is it a problem with the RAM? I read on another forum that 2666 MHz is actually the max this mobo allows and i have 3200 MHz

I believe 3200 MHz is only achievable after the mobo has been overclocked. Until then you have to use 2666
