will an i7-7700k work on this board?

No, this board is designed to work exclusively with 8th Gen Intel CPUs

What type of CPU is best for this Motherboard? I'm working on Building a Gaming Computer from the ground up, and need to know what would be best for the computer I'm building as far as buying a motherboard.

I used Intel Core i7-9700K . An unlocked processor. capable of OC

I ordered this with a 9400F 9th gen processor because it is in the supported CPU list. However monitor will not turn on so I assume it’s because BIOS is not updated. This is very misleading considering you can’t update bios without a 8th generation processor? Unless someone has a solution?

The i5-9400F has no onboard graphics for that particular SKU. Using the Mobo display ports will not work in this case, and requires a discrete GPU to handle any video output. If you are using a discrete graphics card already, then you may have a BIOS incompatibility issue, but the first suspect is the unique CPU SKU, since it won't power the display outputs on the board.
