Im needing a new video capture card. Im using a very old WinFast TV 2000 XP Deluxe to capture my mini dv, vhs and dvd videos. Can you guys please direct me to the best replacement for this!? I want to be able to capture and record the best quality possible.

This card is best for recording from camcorder with full HD movies and such.  You are not really asking for a replacement of this card but you are looking a card that can convert/capture your older video formats.

The card that you need is about $30.  It's a USB adapter that can take the signal from your VHS and VCR and older DVD players.  It has a USB connector on 1 end and the other end has various connectors such as audio and video inputs, which you connect to your VCR player.  
DVD movies can be converted by software to whatever format that you prefer.

Converting movies needs some serious computer power.  That's probably what you will need too.

Does it work OK with WIN 8 OS?

To be completely honest with you it does work with Windows 8. But I have a janky version and of Windows 8 and after I did some sort of update it messed up the driver but that may just be because of my version on windows 8. What I ended up doing was installing windows 7 on my secondary hard drive and it worked the first time and flawlessly. So in conclusion if you have a legally purchased version of Windows 8 you should have no problem.

Does this card support PAL (European TV)?

Yes, PAL is supported according to the Specs. Have not tried it personally. See HD Input Source: "DVD - 720 x 576 at 25 fps for PAL."

Using H.264  - 1920 x 1080 for everything HDMI. Any signal coming in of lower quality, the Capture Card will scale down and capture accordingly. Ex: Even HDMI Capture is configured for 1080, if incoming signal is 720 then 720 is what's captured. This is an easy Card to Use and Configure. Have only used in Windows 7 Pro 64 bit. Have not tried yet in Win8. Captured format is mp4. Captures are easy to edit.

A Capture Card is an essential Item now for a PC! Hope this helps!

Question 4

Can this be used to record TV programs?  I have a cable box with a coxial IN and an HDMI out.  I need to run an HDMI cable out from the cable box to my HTPC, but my current card only has coaxial IN.

You can only record HD programs with a component cable (red, blue, green RCA video plugs, red and white RCA audio plugs).  HDMI is copy protected (you cannot record anything over HDMI).  You can record standard cable with composite cables (yellow RCA video plug, red and white RCA audio plugs). If your only output is HDMI you will NOT be able to record with this card.

can i use this with my consoles? Like my nes/snes/gamecube/ps3/ps4

Don't really know on this.  I am using it in a dedicated entertainment PC, and it work great.  I play my TIVO shows directly to TV and record them to my hard drive thru Windows provided software to later make DVD's from the disk image. Only disadvantage is they must be recorded in real time (a 30 min show takes 30 min to record), and TV cannot be used while doing this.
Try contacting the mfg for additional input for your situation.

Can I use this product to watch tv if it is connected to my Cox mini box?

Yes.....connect the HDMI or component or composit video out from your Cox mini box to the input on the c027.....

load the software..... read the manual..... the c027 software is a complete media center.....

I have been capturing video with a PC for 10 years...the c027 is the best card I have ever used.....and I have used most all brands

SPECIAL NOTE::  I have never seen a Cox mini box....for what I have said to be accurate it must have one of the three types of video out puts that I have indicated above...

Can I take a high quality screenshot image using this?

You can take a screenshot, it does have that option available. I would call the quality good, not exactly high. There are software alternatives you may already have on your computer. Yout DVD playback software, such as CyberLink PowerDVD, has this option. Also, if you download Videolan, 
(vlc dot org, free) it has this option. You would have to do a search and find out how to enable the record option on Videolan. The AverMedia is a good card, I use it to digitize old home VHS tapes and it works well at this. Hope this info helps.

Would this card be capable of streaming live?

That's pretty much what I use it for now... I have a GoPro HDMI output plugged into it and I use the AverMedia software that comes along with the card to record the video feed instead of recording it in the GoPro and then uploading it into my PC.

There was only one dogbite I was not expecting - may not be a problem for you - the card looks for all the world like it has 2 inputs - it does not really. that other HDMI socket is an alternative connection and a dongle comes with the card (visible in one of the photos) to use those inputs *instead* of the primary HDMI input. I was hoping to run 2 GoPros inbound simultaneously, no go.

Is there a major delay for the video and/or audio?

It seems to work well for me.  The latency or delay depends on your PC because this device does not process the signals.

Question 10

Can I watch my local TV with this?  Im kind of confuse .  I live on the Carribean and I dont know if by buying this I could watch the local tv on my pc? Do I need something else or this doesnt do that?

This is a video Capture card not an over the air tv tuner,

for over the air broadcasts you need an ATSC tuner if your area has switched to digital, or an analog tv tuner card if they have not.
