Can I use this to remotely start our rice cooker when we are out of the house?

It all depends on two things. First the amp draw of the cooker and second how the cooker turns on and off.  Since the WeMo actually turns off the power to the device the may not restart without human intervention.  An easy way to check is have the device on and unplug it. If the device on its own turns back on when you plug it back in the WeMo will work.

What are the key differences between the  “Belkin F7C029fc WeMo Insight Switch” and the “Belkin F7C027fc WeMo Switch”?

F7C029fc does everything the F7C027fc does plus support energy monitoring and enhanced notifications.  Form factor is also slightly more compact.

With that said, fair warning, although they claim Android support, it just is not really there.  The Google Play store has a poor 3rd party app that has been in beta forever and there are no reports on the Belkin site to suggest that full Android support is likely, so figure these products are Apple only.

What do i have to do open port to get thru my firewall?

I installed 4 in my two residences and all I needed to do is supply my Wi-Fi password to access my wireless router and since it uses port 80 by default you should not need a special port.  They are not connected to your computer just the wireless connection to the internet.  These can be tricky to install sometimes.

I wasn't able to find an official Windows phone application, but I did find an unofficial one entitled "WeMo Client for Windows Phone".  Substitute the "  " for . below and you should be able to paste that link into your browser.

Once the devices are on your network, you can setup rules via ifttt  com.

Does this device essentially send a WOL packet over wi-fi? Not sure if I should justify this for an XBMC setup.

Ummm.  I think you have the wrong idea here.  This device cuts and turns on power at the outlet.   Nothing to do with WOL.  I would never plug computer or media device into this.

I have a Denon Cocoon Home (WiFi) internet radio. When I switch WeMo Denon stops immediately. Why WeMo disturbs Denon and what is to be done?
