I've been out of the tech world on computers for a few years. But i was wondering if this supported 64bit 7?

Yes it does. 64 bit only refers to how much ram the systen can use.

Does this have a FM2 socket? I looked at the specs and I couldn't find it.

No. FM2 is an AMD processor socket. This motherboard is an Intel processor socket. Not only are they the wrong socket type, they're also two different manufacturers. It would never work. If you want to look for an FM2 motherboard, I suggest you look at the motherboards in the AMD section. They will do what you need them to do.

Can this motherboard work with a Intel i3-2128 3.30 GHz?

I think you mean Intel i3-2120. There is no "2128." And yes. the 2120 is LGA1155 socket compatible. Though why you'd spend $125 on that is beyond me. You be better off spending a little bit more and getting:"Intel Core i3-3225 Ivy Bridge 3.3GHz LGA 1155 55W Dual-Core Desktop Processor Intel HD Graphics 4000 BX80637I33225" (Copy and paste that into the newegg search bar. Couldn't give you a direct link.)

In the long run, it's more cost effective, and -much- more powerful. Don't buy low because it's $15 cheaper. Buy the ivy board because it's only $15 more.

Will it work on Window 8 and R7 260x video card?

I can say it will support Windows 8, the machine I built with this motherboard is currently running it.

I don't have the R7 260x. However, from the specs I'm seeing between the two, it does seem like it will run. 
I did a search and it looks like that video card may have some driver issues with Windows 8 in crossfire mode, so be sure to have the latest drivers for it.

Can the HDMI port also output audio? This is very important to my setup.

a) Does this motherboard support memory speeds of 1600 Mhz for Sandy Bridge (Intel second generation) processors (such as the i5-2400) which natively only support 1333Mhz?
b) Does this motherboard support ACHI for solid state drives (SSDs)?

Go to mother board stats and check what is an approved processor. And yea it should support ACHI.
