Does this include the aluminum roller handles and if so are they removable? I like the case but don't want the handles on it because I will be using the shoulder strap. Thanks.

Mine did not have roller or removable handles. It is just as pictured. I use both the handles and the shoulder strap as needed for the occasion. It is a very nice case with plenty of room for various items including 17.3" laptop, charger, cables, mouse, ipad, notebooks etc.

does it fits a ROG GL703?

This is exactly what I put in mine. It's tight if you put it in front side down, but it fits perfectly if you put it in front side up, thanks to the rounded edges.
