Is this item refurbished?

That's hard to say. I've been sending cartidges for my HP 1300 back to HP each time they run out though their recycling program for a number of years and always wondered what happens to empties...do they give them to approved recyclers to refill or refill them themselves or just recyle the plastic in the old cartridge. Best to ask HP directly.
