Why my power bank provide fewer charges than expect?

How long does it take to 100% recharge?
"It depends on the power of the wall charger used:
20W charger - 5.4 hrs, 15W fast charger - 6.6 hrs.
Note: Please recharge via the USB-C port."
Why doesn’t it charge at max power all the time?
