Most definitely! This is actually the newest nVidia Shield controller. Works flawlessly with the Shield TV Pro 4K. I use it daily!

does this controller work with the older Nvidia Shield K1 tablet? If so does it need a certain android version to work? I dont want to change away from 6.0 because one of my favorite apps wont work on 7.0

It will work as it connects via Bluetooth. The shield app will no longer work with the new controller because it doesn't connect using the custom direct WiFi like the first shield controller did.

can this controller  be used with your PC windows 10?

It can. Though I've been having a bit of trouble connecting properly with bluetooth but it may just be my computer. Wired works perfectly.
