Can you charge a laptop with this?

Nope don't think so.  I have a 10" tablet that sort of doubles as a laptop, and it uses USB C, but I doubt I'd get very much charge into that thing, using this battery pack just due to shear capacity related differences.

Does this charge it's self from ac outlet, or usb?

It doesn't appear to come with a wall charger, based on the Specifications, if that is your question. No mention on the Product listing at Orico of an included charger, either. Based on the excellent pictures and thorough product description already available and shown in the Overview here and at Orico, it can be recharged at 5V by the micro-usb at up to 2.4A, or by the Type-C usb at 2A. No mention whether it can be charged at the same time as it is recharging a phone or tablet.
