Is the charger compatible with Samsung Fast Charge? (my phone Note 4)

No, negative

Wrong marking & label of 2.4A  
I tested connected with a series resistors to load its current said 2.4A

Original without loading 5.2V . After connected load. The max current loading reading  0.63A / 630mah  DC volt down to 4.86V from 5.2V

Note: Better use your power supply which came with your Note 4.

Usually current can be load up to 0.9 Amp

What current of internal battery will be eat.

If too empty will be hungry, will draws more current usually below 1000mah /1A.

If over 1A, means this battery is short / bad.

Most internal battery after fully charged will be 4.2V,  common charge uses 5V , if want faster can uses up to 12V to charge, let battery eats more current.

So your battery will go to see the sky soon , also would damage internal phone circuit board.

I see from the photos that the plug is removable.  Is it easy to get a European plug for the unit?  Thanks.

Mine inside box that includes two power adaptors, one flat

The other round pin which uses in EU.

After I pluged in flat pin, even turn to unlocked position at

Bottom of charger, unable to unplug or replaced by EU plug forever.
