Will this allow access to the top outlet if plugged into the bottom one?

I have not personally plugged this unit into a wall outlet yet because THE STUPID THING BROKE RIGHT OFF THE BAT! The male prongs simply broke away when I tried to plug it in. Very poor construction for the plastic that holds the AC prongs. Did not bother to send it back since it was supposed to be a free gift along with some other purchase I made. J.W.
