Can this be used on either ear?

Yes it can.  The microphone arm can pivot around the earphone, and the earphone and microphone arm together can pivot just above the earphone.  If you flip the microphone arm over, and then spin around the earphone 180-Deg., it works for the other ear.

does it come with it's own charger?

Yes.  It's a small magnetic connection that holds the headset to the charging unit.  The connection is strong enough to maintain a secure contact even with moderate handling and movement.  A small "key" helps to guide the headset into the proper position.  Recharge time was fairly quick but I don't have a solid answer on that, as I rarely let it fully discharge.

can this unit be used for 2 phone lines?

Yes and no (do I sound like a politician :-)? )  2 different phones can be set to work with this unit, but the headset wasn't able to work with 2 different phones at the same time.  We tried setting it so that I could pick up my phone along with my wife's phone, but no luck.  It would work great with either one, just not both at the same time.  It's possible I missed something in the set up that might have allowed it.  Hope this helps

How is it with noise canceling for truck drivers?

I'm not a truck driver, but I do drive about 5 hours a day. The noise cancelling is pretty good. I can keep the radio on a low volume and my clients won't hear it. I've never had anyone actually ask if I was driving, and I can wear it all day no problem.

If you're talking to a Chinese speaker, then yes. Otherwise no. It's a Bluetooth earpiece - it's not language-specific. I guess I'm a little confused by your question, sorry.

There is no model number.  However there is a part number 87300-01.  When paired it shows up as PLT_Legend.

IS THIS A "NEW" UNIT?

I do not know if this is a new unit or not. But I can say that it is sweat proof, I have used mine while mowing grass and working around the house in 90+ temperatures sweating profusely, and it has not failed yet.
