Does this work for andorid phones? Specifically Nexus 4 ?

This will work for any phone that uses a USB charging cord.  My family has a Targus for busy days away from a plug in charger.  I have a Win 8 HTC phone, my wife an android HTC, and the girls have iPhone 4s and Asus eee tablets.  The only thing that I can not charge is my Nook color (not surprised as the Nook only charges off a Nook branded charger).  It also works on a Kindle fire that my grandson has.  Have had them for about two months and no  to problems.  Was surprised that all came with a 75 to 100 percent charge to start with

I have it working for all the mobile devices, I have also charged my Sony Camera and iPhone.

It is pretty much compatible with all the devices that support USB charging. (Note: I have not tried iPad or Android tablet, but i don't a reason how it cannot work)

Is this dual voltage? Can it be used internationally (i.e. Southeast Asia)

It's 5V.  There is no line voltage adapter, thus no dual voltage issue.

It's charged by USB, through the micro-USB connector.  It outputs standard USB 5V through the full sized USB connector.

It includes a single USB-microUSB cable which can be used for charging the backup batter, or reversed and used for charging a microUSB device.

I have a NON-smart phone (LG600 flip phone), output from charger is rated 5.6V 0.5A. Is the Targus backuo battery compatible with it?

The key is whether your phone has a "micro USB" female --  the battery has a cable that is inserted to the battery's USB plug; the other end is a male "micro USB" to your phone.  The battery is charged by another device's recharge, by reversing the cable -  USB end to the charger & micro USB end to the battery.

Seemed to complete charge - though with some minimal use during charging time - within 1.5 -2  or so hours

Yes it recharges in 2 to 4 hour depending on the amps of your charger.

How long will the charge last? Or are you asking about the longevity of the battery?   My battery is close to a year old with use 2 or 3 times a week and  is still working fine.

Sure.  It looks like Dell is selling this exact thing under Venue Pro accessories.

I would want something bigger but this will provide 4800mAh more power.

Yes, but this is a fairly large battery that you may resent carrying unless you need to power your iPod for several days or recharge several batteries.  A 2600mAh battery (like the lipstick type) is smaller and has about 150% power as a Smartphone which I think is about the same as the iPod (1600mAh).

It works great as a battery backup. Using the charger for Ipad recharging works but it seem to take forever.

Battery is encased in a sealed un openable  container, like a lithium ion battery, but the info on the back of unit doesn't confirm what the battery type is.
