Does a CEB Form Factor  
12 inch x 10.5 inch ( 30.5 cm x 26.7 cm ) motherboard fit in this case? Specifically the ASUS WS X299?

Yes, the Thermaltake Core P8 Tempered Glass E-ATX 2-Way Display Rotational PCI-E Full-Tower Gaming Computer Case is compatible with ATX, E-ATX, Micro ATX, and Mini ITX motherboards. Since the ASUS WS X299 is a CEB form factor motherboard, which is similar in size to E-ATX, it should fit in this case.

Question 3

Is there a way to mount a Strix 3090 & a radiator in this? It seems big enough, but the info on this page is confusing regarding the GPU size w/wo a radiator.

Max length 320mm (without Reservoir)
Max length 280mm (with Reservoir).. so if not using a reservoir and just a normal 240 or 360 radiator on the right side or aio pump radiator the same sizes then 320mm max length.. they make a reservoir mount that comes up and that will limit the gpu length to 280mm... site says the strix is 319mm length so if no reservoir then yes it will barely fit.. but if mounting it vertically with the riser cable then no problems at all with aio pump and radiator. hope that makes sense..
