What is the difference between this and the 69DK1? (Item#: 9SIA6PF5SY3895)

Not much. This item (WL-UG69PD2-US) only has 4 USB-3 ports, but has 3 USB-C ports. The 69DK1 has 6 USB-3 ports, but only one USB-C port. Otherwise, the specs look pretty similar.

I went with the WL-UG69PD2-US because we wanted more USB-C connections. Your needs may be different.

Can I plug it into my router, thus using it downstream on my network so I may watch video from my PC on my TV?

This is a docking station for a laptop with usb c. It will give your laptop a networking jack as well as audio out ports. Also allows you to use dual monitors and changes the laptop.

If I use this to extend my Windows 10 laptop to two HDMI monitors, will it allow me to use 1600x900 resolution? I'm able to use 1600x900 when I plug directly into the HDMI port, but the two devices I've tried have not allowed me to use my desired resolution on any monitors plugged into the device. I have tried an Insignia USB to HDMI adapter and a Wavlink WL-UG39DK3.

Is it compatible with Windows? Can you extend the display across the two external monitors (for a total of three, including the laptop monitor)?

It is windows compatible.   I am driving (2) uhd monitors with it, as well as using the laptop monitor.  It allows complete flexibility on the configuration of the screens.  I have the 2 large monitors a ove the laptop that is centered below them.  The cursor treats it as a single workspace.
