Can I use a simple cable with RCA jacks to connect from my DVD player to the converter? The word coaxial scares me here.

Yes, standard RCA (Red, Yellow and White) cables work with this converter.

If it's between a TV and stereo, can you control the volume with the TV remote?

It would depend on whether your model TV allows the digital output to be controlled by the remote. My experience has been that most televisions do not. The digital out on the TV is intended for use with an amplifier (e.g., A/V receiver), and the expectation is that the amplifier will control the volume, not the television.
