Is internet connection required for this? Our data is very limited.

It will work without an internet connection, but with reduced capability. For example, with the internet connected, you can get 2 weeks worth of program data on the guide. Without it, you only get over-the-air program info which is good for a day or two, and that is only after you tune to each channel. Also, there are some streaming channels (netflix, vudu, youtube, etc.) that are only available with an internet connection. But I can tell you that all this works with a 2 MBit/second download rate.

would this work with cable tv with no cable box to use as a dvr?

No absolutely not. You still would need at minimum aso-called cable card from your provider of cable tv. You need to be able to descramble the incoming signal even for basic rate cable. This box is for over the air digital TV broadcast in the clear with no scrambling of the signal.
