Is the 8 PoE ports 10/100/1000. The spec sheet on Cisco's compare models site states: 8 x 10Base-T/100Base-TX - RJ-45 - PoE?

Yes, all the ports support 1000mbps. It might be confusing because Cisco has a 10/100mbps version.

What is the difference between the SG300-10PP and the SG300-10MPP? The specs are the same on Cisco's site.

The SG300-10MPP can provide 15.4w across all of its ports where the PP can only do 7.5w across all of the ports simultaneously. The second P designates that it is a high poe capable switch. You are still limited by the overall budget though which means the MP can give you high poe across only 4 of the ports simultaneously, leaving the other ports functional but with no poe power output.
