Can windows 7 be installed to this Stick?

Yes. It's not ideal for multitasking, however.

Reviewers have said they have had difficulty booting from the onboard USB ports - has anyone been able to install an OS to this device? Does it support USB boot? Could i install Linux to it?

It does support USB boot and you can install Linux on it. I was able to get Debian 8 on it, with the wireless working. Its been awhile, but I don't recall much difficulty with the base OS. Often, many pieces of hardware will not boot off of USB flash/thumb drives larger than 8GB. That may indeed be their problem. Mine is still functioning with Debian 8 right now in front of me.
