deos it come with fans ?

Yes - one in the rear. There is room to add 2-3 fans in the front (depending on size) and 2 on top. NOTE, this case does not have a slot for an optical drive.

does it come with a io board?

It has a basic board for the top usb, sound ports. No card reader. Also note, there is no room for an internal cd/dvd drive.
