My PC comes with a from HP configured aith 4GB and 8GM SDRAM installed, can I replace the 4 GB SDRAM with a 16GB (ending up with the 8GB and 16GB installed)?

Hello,

As long as the board supports the DDR4 memory you should be okay but one thing to note is that if you are not installing this in a system with matching speed memory, this module's clock speed will be lowered to match the other stick.  I would contact HP to be sure, Hope this helps!
