Can this DSP-W215 unit switch and handle a 15 Amp Load?

I run a small window A/C on this plug and it works fine.

I don't think so, it is design for US unless u need a A/C converter for international.

It is not working on iPhone 4s or iPhone 5s.  I can turn on and off, but it won't keep a schedule.  I am using it on an outside lamppost and want it on from twilight to daylight. It shows on my dlink web site but won't let me enter settings there either.  It is connected to my router. I have tried both app, dlink smart plug and dlink home, how can I get this to work?

You can't edit anything from the Dlink Website via browser, need IOS apps, Dlink broke the Mydlink Home app with latest update Oct 28th.
You should be able to set schedule via the Smartplug app for iPhone. need to go and set up a schedule for home or away or custom and then set (select the radio button) the schedule you want

I am thinking about using a mulit-plug outlet to this plug and my questions are: 1. Will it handle the load? 2. Will I be able to control multiple devices and turn them on/off and monitor them individually? Or is it only designed for one device only? Thanks.

The DSP-215 can handle up to 1800W/15AMPS. If you attach a surge protector or multi plug to it, it cannot control or monitor individual outlets or devices. It would essentially turn all outlets on/off at the same time and monitor the total usage of whatever is plugged in to it.

Is there a Web UI for accessing this smart plug? In case you have computer access but no iPhone/Tablet around (remote IT, for example)

There is no WebUI to control the plug. It must be controlled through the app. There is a Java applet on the mydlink portal, but it only shows info about the plug and does not control it.

Received one yesterday and it is connected to my network, . I programmed a time schedule but it is not switching to the schedule.
I did set it pacific time but not sure how it gets the time. I turn off the internet router at night , is that going to be a problem??

Make sure that you select the schedule after you program in your times. There is a bubble next to each of the 5 schedules so make sure there is a green check in the schedule your using. I modified the "In Home" schedule. Also, the Smart Plug does not recognize day light savings time so it will be an hour behind so select your time zone minus one. I can't answer the part of your question about turning the router off as mine runs 24/7. The plug has been working for about five days now with no problems.

Does this come with the Dlink mobile app?  If not, can someone post a link to it?

The Smart Plug itself does not come with the mobile app, but you can get the mobile app by going to the Android Play Store on your mobile device and download/install "Smart Plug". You also need to have a "My D-Link" account to access the plug remotely. It works great. Don't know about the Apple app.
