Here's my specific need: I have an old Logitech Marble FX trackball--the best input device I ever have used--but it has a PS2 interface. I have a Windows XP machine with nothing but USB inputs. I took a gamble on this to see if I could get this legacy device to work, and it did. No problems. By spending about $20 on this, not only did I get to use my favorite trackball, but I was able to keep from spending another $30 or so for a new trackball.
