Short answer is No.
Well, if it included the Bluetooth receiver it likely would. However, I ordered several of these on one order and none of them came with the Bluetooth receiver. Since I have users who already were using the keyboard/mouse combination it didn't matter. All they needed was the replacement keyboards which they had worn out several keys over time. I was disappointed that these didn't come with the Bluetooth receiver, but again for me it didn't really matter.

Question 3

Does this keyboard/mouse include USB Bluetooth adapter so it can be used on PC or is it Bluetooth only for tablets/laptops?

It does not include a Bluetooth adapter. Also, drivers for Windows 8 must be downloaded from the Logitech, not Dell, web site. This product is not listed on either site, but I was able to guess which Logitech Bluetooth Keyboard/mouse was equivalent. I would also suggest replacing the batteries immediately, since this product appears to have been on the shelf for several years. On my unit the batteries in the keyboard failed in a couple of weeks and showed signs of leakage.

Will these work with an Android table running Android 4.0.3?

the mouse and keyboard will both work on your android. A while ago i cracked the screen to my nexus 4 and luckily I had developer options on so i could use the ADB to sync my mouse to my phone. It works just as intended, instead of swyping I was using my mouse, and it shows the cursor as well. After all, android is nothing more than Linux, and Linux has mouse support!

Is keyboard compatible with inspiron small desktop 8.1 os?

It's bluetooth so if your system has built in bluetooth or you purchase a bluetooth dongle it will work. It does not come with it's own bluetooth dongle...

Does this keyboard/mouse pair up with desktops running Windows 7?  I am not able to pair this up with Dell Desktops running Windows 7.

If your Windows 7 is bluetooth enabled, you should be able to connect via the method I used: Start -> Control Panel -> Network and Sharing Center -> Change Adapter Settings -> Right click on "Bluetooth Network Connection and select View Bluetooth Network Devices -> Click Add a device. Turn "On" your mouse or keyboard and push the "sync" button. Windows should detect it...click Connect...and Windows should install the device drivers.
