Can I use this VGA card if I do not require 4K resolution?

Yes, you can use this VGA card even if you do not require 4K resolution. It supports both analog VGA with a max resolution of 2048x1536 and digital HDMI with a max resolution of 4096x3112.

Will this run with Windows vista Home Premium?

Yes, I purchased this for and installed it in a PC running Vista Home Premium. Works great, and is running Catalyst version 12.3. You may not be able to get the very latest version of Catalyst for Vista however. Note: I'm not trying to run games with this card, but I can reccomend it for general usage.

what watt power supply does this require?

300 watt or better. Actually no special requirements. I have two running on a 250 watt. But if you have other items, I'd suggest 300 watt or better.
