It works well with Windows 8 with Media Center, and with the upgrade to 8.1 with Media Center

Does it need to be connected to your cable digital decoder box from COMCAST? or it could be directly connected to the cable line without the box?.  Can it receive Full HD channels?

Well... This device does not need to be connected to a digital receiver/decoder box to receive the basic package of channels, usually channels numbered 2-100. You will need a Comcast box to receive any channel 100+. I have used this with Time Warner and it works fine straight from the wall jack except that I am missing MOST of my HD channels (as TWC encrypts most HD channels).
