how many fans are in this?

The case comes with 2 fans one blue led fan in the front and one regular fan on the back. You can install 6 fans total 2 120 fans on the front 2 on top one at the bottom and one at the back.

will the 3.0 usb ports be usable with a motherboard that just has 2.0 hardware?

Yes, the speed will be at 2.0 or what ever you connection speed is.
