friend is looking to purchase this and was curious if it would work in his sons pc. he has a 620w power supply? here's his pc HP Pavilion p6623w Desktop PC

Yes, it will work fine as long as your friend has the following:
   
   1.  Windows 10 32/64bit, Windows 8 32/64bit, Windows 7
        32/64bit or Windows Vista 32/64bit.

2.  The motherboard must have the PCI Express 3.0 x16 slot.

3.  The power supply has the appropriate 6-pin connector for
        the card power.  If not, the card comes with the 4 pin(2)
        to 6-pin adapter.

The card does exceptionally well.  If the PC meets the above requirements the card will work.

will this card work with Intel H110 motherboard and 400w power supply?

I don't see why not.  The H110 supports all the latest technology and 400 watts is sufficient to power the 950, since it was made especially for smaller systems that require the ability to handle the most complex graphics.  I've never regretted getting mine.

Does this cooler turn off the fan during idle usage?

Yes, I was afraid the cooler was broken at first because while I was idling at the desktop the fan wasn't spinning at all!

Will this card work with direct x 11 ? or does it matter.

I sue the card with a Windows 10 computer which has native Direct X 12 installed. Just make sure you use the Nvidia windows 10 driver and you should have no issues.

How would this card run L4D, FEAR, CS and any of the mid to new games?

Okay for 1080P gaming, but you may have a bit of lag due it to it being 128 bit card. I would save up for a cheap 256 bit card instead, such as a Radeon R9 380.

i have 2 questions, will this gpu fit in my MSI 970A-G43 Plus AM3+/AM3 AMD 970 & SB950 SATA 6Gb/s 2 x USB 3.1 Gen2 ports ATX AMD Motherboard, and if it does will it run slower or just normaly?(sorry how long it is I didn't know what to copy and paste so I just copied all of it). and, is 500w enough or should I go with 600w? sorry how long this is, but thanks!

If your mobo supports PCI Express 3.0 x16 it will work.  I am not sure if it is backwards compatible or not.  the card is relatively short so fitting should not be a problem.  500 w should run it.  The minimum is 350w.

Yes it will, I'm actually running it in a system that's older that the one you mentioned and it's a great card for the price. Handles almost every game that I've thrown at it with no issues as long as the resolution is below 1080..

This video card is a PCI Express 3.0 x16 and your system is a PCI Express 2.0 x16. My experience is that when you upgrade to a 3.0 buss on a 2.0 buss there can be issues. If it was me I would stick to a PCI Express 2.0 x16 video card.

Sorry, I can't answer this one.  When I'm shopping I follow the link Newegg provides to the MFG site, check the specs there, and pick the one that best fits my needs.  I also check the reviews from verified purchasers.  Suggest you try the same approach.
