Yes this card is compatible with Windows 10.  I'm currently running Windows 10 with no issues just download the the lastest driver from NVidia's website and  you'll be good to go.

Plenty for a single card and a reasonable PC design, yes.
Of course you should do your homework to determine how valid your PS's claim of 600W is (there is a wide range of cheap-O to high-quality when it comes to PS's)

Is this video card compatible with my mother board ga-78lmt-usb3 ?

Yes.  PCIE 3.0 devices are backwards compatible with PCIE 2.0 motherboards - they just will use a slower bus.  However, you're not hitting your bandwidth limit on one of these alone in a mobo, so you're  fine and then some.

Question 4

So. I have no idea how to check if my monitor cable is DVI or not. My buddy who built me this computer told me it had to be if I wanted to use this card. How do I check?

So for one, it does not have to be dvi. You could also use hdmi cables and even the old vga because it comes with an adapter to go from dvi to vga. 
Dvi looks similar to vga just bigger. Typically they are white cables. Like the vga are usually blue. I think you should be okay to buy this in the end either way.

do i need to worry about compatibility with my cpu if i were to buy this card?

I'm running this card with an Intel cpu under Linux.  My computer had onboard graphics but after installing the card everything worked fine once drivers were installed.  I don't think you should have any conflicts to worry about.

I currently have two 2gb GTX 760 SC's w/ACX and have no real problems running every game I've owned at max resolution except that maybe I see some chop during intense parts in games and my frames drop to about 30-40fps for a few seconds and some games when run at max settings get up to, but nor much over 60fps. I plan to upgrade my GPUs this year so my question is:

Should I expect better, less or about the same performance of 1 4gb 970 SC versus 2 760 SCs? I plan to buy two gpu's this year, but only one at a time due to the stupid cost of living.

You should have about the same.  I still get a bit of choppiness in Dragon Age Inquisition now and then, but everything else does find at max resolution.  The 970 runs a LOT hotter than my 790 did so make sure you have plenty of room for air flow.  If you can, try and hit the sales and get 6 GB on the card, it makes a big difference.

Can this card run 3 monitors?

Yes this card will run 3 monitors.  I'm using it on a Linux box and had to install the Linux drivers to get all 3 running.  The card has yet to go over 64 degrees and runs great.

I just bought one of these local because mine didn't ship with everything else. I have seen a lot of different initials bottom left side of box. REF, SSC, SC. Mine is RFP, what does that mean and does my second card have to be the same exact card???

Those initials indicate the factory clock settings.
REF means reference design.
SC means superclocked.
SuperSC is super superclocked, this is the highest overclock applied by the manufacturer.

I am unsure of what RFP means, and SLI can work with different cards but it is always best to match them exactly to the manufacturer and model to avoid compatibility issues; as sometimes different makes of the same card have different PCB's and VRM.

Question 9

Does this card have the advertised 4GB of GDDR5, or 3.5GB GDDR5 (plus 0.5GB of slow RAM) like the class action suit cards?

This card IS one of the cards covered in the lawsuit, and as such does contain 4 GB of RAM, but the last .5 GB is slower. This has not impacted my use at all (I'm not overclocking or boosting the card in any way), but factually, it is 3.5 GB of High-Speed RAM and .5 GB of slower memory.
