Does the camera work through a window, i.e. can I mount it on the window sill inside and see who walks by on the sidewalk outside?

It depends on how wide the ledge or sill is. This camera comes standard with a plastic mounting plate and screws. It can be mounted on a typical flat surface or wall. Look up the measurements for the mounting plate and then determine if it will fit inside your window sill.

Question 2

Can I view live feed when the internet is down? (In the house connected to the same router)

There is a distinction between internet being down and your WiFi being down.  This is a valid question but unfortunately someone who has bought this device and tested the scenario can answer it.  I wouldn't take any of the "No" answers as gospel, but they may be right anyway even though they mostly address WiFi when you're question was about internet.

I.E.  When my internet is down, all the computers I have on my home network can still talk to each other.

Where can I get a replacement power cable? OR does anyone know the inner and outer sizes of the power jack?
