Can I remove the hard drive cage and install a DVD drive under the PSU shroud?

You don't need to remove the hard drive cage. There is room for two optical drives at the bottom of the case, and one slot is occupied by a removable drawer. You can have both optical drives and hard drives in this case, as the hard drives do not interfere with the optical drive bays. (I have one 2.5" SSD, one 3.5" HDD and one optical drive in my case)
