For the OS such as Windows or macOS X, it can be "hot-swapped" by disconnecting and reconnecting the USB cable. Disconnecting it from one PC and then into another should work equally well with most modern operating systems. For the UEFI/BIOS of a PC before booting into an OS, that feature is up to the UEFI/BIOS on whether it will detect the keyboard when plugged in during the Power On Self Test (POST).
